UPDATE: Hurried efforts by the Dutch government to make various Covid measures a permanent part of public health law have now stalled in the Upper House. Our parliamentarians will not be rushed.
I suspect the desire to remain in power is bigger than their desire to have full on powers as bill indicates. Things are changing in the West and to maintain status quo politicians would do anything for their oligarchs.
